Definition

An official order given by someone in the government.

Ministerial decrees or directives are one type of secondary text. They are generally made under the authority of a minister for the purpose of quick decision-making by the minister and ministry as they forego the general requirements to create rules, regulations, or standards. They might be in force only for short periods and might not be as detailed as a standard or regulation.

Example: the Ministry of Finance in Ethiopia lifted the requirement for foreign exchange permits on food items.
